In an effort to increase revenue to the State, the Constitution would be changed to allow for casinos.

A major issue in the 2007 campaign for Governor in Kentucky is the issue of changing the Constitution to allow for casinos. Beshear supports holding a statewide vote on the question of whether to modify the Constitution. His proposal would allow for gambling at the State's racetracks and two to four casinos placed strategically along the state's border.
