National Initiative for Democracy (Mike Gravel People)
Mike Gavel has a very interesting proposal. Basically, the idea is a referendum can be proposed not just by government but by citizens. Citizens petition. Lets say you want to propose a law for net neutrality, someone could make such a law, you could sign petition, country would vote on it. I'm not sure Gravel is good on foreign policy, but this idea is gold.
