The Secure Flight Program has been proposed by the Department of Homeland Security. It would require airlines to verify all passenger lists with DHS and TSA, in an effort to counter terrorism, resulting essentially in exit visas.

Background

A proposed rulemaking in August, the Secure Flight Program would require international airlines and cruise ships to verify their manifests against the Department of Homeland Security's "No-Fly" database in an effort to reduce the threat of terrorism. In essence this rulemaking boils down to an exit visa by another name.

A public meeting was held by the Transportation Security Administration (TSA) regarding the Notice of Proposed Rulemaking (NPRM) entitled "Secure Flight Program" on September 20, 2007.
