Jim Clem was elected to the Board of Supervisors representing the Leesburg District in November 2003.
He is Chairman of the Board of Supervisors' Public Safety Committee and also serves on the Board's Human Services and Transportation/Land Use Committees.
He served four terms as Mayor of Leesburg, for a total of eight years. He also served five years on the Leesburg Town Council, including two years as Vice Mayor, as well as the Leesburg Planning Commission.
He represents Loudoun County on the Public Safety Policy Committee of the Metropolitan Washington Council of Governments. He also represents the Board of Supervisors on the Loudoun County Fire and Rescue Commission, Coalition of Loudoun Towns, Annexation Area Development Policy Committee, Joint Committee of the County of Loudoun and Town of Leesburg, and Citizens Technical Committee on Telecommunications.
A native of Floyd County, Va., he worked as a cartographer for the Defense Mapping Agency, a division of the Army Corps of Engineers, for over 30 years, retiring in 1996. He was also a partner in an auto service business while continuing his education at George Washington University, where he studied geodetic and cartographic sciences. He taught cartography, photo interpretation and community planning at Montgomery College for two years. He is currently owner of Colonial Funeral Home in Leesburg.
He and his wife Connie live in Leesburg. They have a daughter, Stacy.
