Mikal was born and raised in Corpus Christi. He graduated from King High School. He attended the University of Texas at Austin in 1985, graduating in two years. After getting his degree Mikal went to law school, also at the University of Texas. During this time, he competed in mock trial. He completed law school in only two years.
Following graduation, he clerked for the Chief Justice of the Supreme Court of Texas, Hon. Thomas R. Phillips, and later joined the Corpus Christi-based law firm of David L. Perry & Associates. He was named partner after one year, and practiced with the firm for six more years. In 1997, He formed his own firm in Corpus Christi.
