


The Senate Victory Fund PAC is Senator Thad Cochran's (R-MS) leadership PAC.
Cochran served the 4th District of Mississippi from 1973-8 before winning election to the Senate in 1978. Though a moderate by Southen Republican standards and not a high profile, he is recognized as having much sway in Senate when needed.
The Senate Committee on Appropriations has enormous sway in Congress; the largest of all the committees, with 29 members, it has jurisdiction over all discretionary spending legislation in the Senate.
Created in 2003 in response to the 2001 terrorist attacks, this Subcommittee oversees funding of Homeland Security, and related agencies like FEMA, Immigration and Customs Enforcement, Customs and Border Protection, Secret Service, and the Coast Guard.
This Subcommittee has jurisdiction over rural development programs Department of Agriculture discretionary spending, except Food and Drug Administration, Food Stamp Program and farming subsidies, all which happen to fall under mandatory federal funding.
As defense spending is discretionary, this subcommittee oversees all funding of the Defense Department (Army, Navy, Air Force) as well as the CIA. The Defense Committee is so pivotal that discretionary spending is often deemed "defense" or "non-defense".

This Subcommittee oversees complete jurisdiction over funding for the Department of the Interior, the Department of Agriculture's Forest Service, Native American affairs, the Environmental Protection Agency and the Smithsonian Institute.
This Subcommittee oversees funding for such Departments as Education, Health & Human Services, and Labor, as well as agencies such as the Corporation for Public Broadcasting and the Mine Safety and Health Administration.
This Subcommittee oversees legislation on domestic & international nurtrition, food assistance, hunger prevention, farm viability, sustainable & organic food production, trading of futures, options & financial derivatives, and pesticides.
This Subcommittee oversees legislation involving agricultural crops, commodities and products, farm and ranch income protection and assistance, commodity price support programs, insurance and risk protection, and fresh water food production.
This Subcommittee has oversight of rural economic revitalization and quality of life, promotion of rural business growth, and rural electrification, telecommunications and utilities. Additionally, it oversees protection of natural resources.
A committee of the Senate empowered with legislative oversight of all matters relating to the nation's agriculture industry, farming programs, forestry and logging, and legislation relating to nutrition and health.
