I think that if prostitution was legal we would not even need to regulate it.
you could easily see some kind of bbb for prostitutes that would regulate the industry on it's own. However, making it illegal makes it impossible to have the kind of openness this sort of organization would require.
The very illegality of things makes them much more dangerous. Look at all of the drug trafficking and how dangerous it is compared to say the alcohol/wine/beer industry.

It's definately better than the status quo.
On the other hand, if I were to hold a gun to your head and tell you to feed a homeless person it would still be wrong. I also think that MikeHignite's comment on the 3,000,000 dollar soup kitchen is on the mark. Better to have private charities that are directly answerable to their donors, than some bureau that is not required to show any real results.
As for the defense (attack?) budget we have - It's absolutely ridiculous. Perhaps if we let the money go into society itself (Instead of the military industrial complex) we wouldn't have so many poor people to begin with.
